Most CMS (Content Management System) are designed for a wide range of applications. Often, many features are not needed or not used.
This bounds great resources and the learning and administrative expenses are unnecessarily high.
For just one side, and perhaps even a contact form, the effort is too much. Then an own development is more appropriate and much faster to implement.
